Mrs. Spats is the mother of Carmelita Spats and the wife of Mr. Spats.
Biography
Lemony Snicket: The Unauthorized Autobiography
Mrs. Spats is briefly mentioned in a letter addressed to her and her husband by Vice Principal Nero. They apparently sent him an article from The Daily Punctilio on the dangers of allowing students to read certain books. Nero used this information to fire a teacher named Ms. K (implied to be Kit Snicket). Ms. K responded by grabbing two students by the ankles and running away with them. Nero assures him that neither of the two children is their darling daughter Carmelita.
Nero describes Mr. and Mrs. Spats as "busy parents," and he thanks them for bringing the article to his attention.
The Slippery Slope
The Man With a Beard But No Hair and the Woman With Hair But No Beard mention all the fortunes they will secure from the families of the kidnapped Snow Scouts. One of these is the "Spats fortune," implying that Mrs. Spats will be killed so that Carmelita can inherit her family's fortune, which will then be obtained by the villains in an unknown way. Quigley Quagmire tries to warn her about this eventuality, to no avail.
TV Series Divergent Canon
In the TV series, Nero mentions Carmelita has two living parents.[1] Carmelita says that they let her do anything she wanted.
After kidnapping Carmelita, Count Olaf fails to ransom her back to her parents. When he wonders why Carmelita can't be sent back to her parents and Esmé Squalor mentions to Olaf that they "burned down their house with them inside."[2]
